A stroke of translucent-blue lightning shoots from your pointing finger to a point you choose within range then blossoms silently into a sphere of cold lightning. Each creature in a 20-foot radius must make a Dexterity saving throw. A target takes 8d6 lightning + 7d6 cold damage on a failed save, their movement speed is lowered by half, and flying creatures lose their ability to fly.
