Disruptive Stare [Racial] [Combat]
Prerequisites: Nagaji Race, 9th Level
Your frigid gaze can turn a foe's blood to ice. When a creature you can see that can see you within 30 feet of you attempts to cast a Spell or manifest a psionic Power, you can use your Reaction to fix your gaze on them. The target must make a Wisdom Saving Throw (DC = 8 + your Charisma Modifier or your Intelligence Modifier + your Proficiency Bonus). On a failure, the creature wastes the action to cast the spell or manifest the power. If the target fails by 5 or more, it wastes the spell slot and must still roll for Strain. That creature then becomes Immune to this effect until it finishes a Long Rest.
