Corgomuran Free Cities

The Corgomuran Free Cities, also known as the Free Cities of Corgomura, is a mutual trade and military agreement between several city-states in south-eastern Epeoris. Most denizens worship either The Five, The Four, or practice Hantzuism.

The Accordance
Not as much as a body as it is a concept, The Accordance is the unified agreement between all signatories of the Corgomuran Accord. Should it convene, The Accordance would override every other body within the accord; it has never convened.

Advisory Committees
The Advisory Commitees, despite their name, possess significant executive power, ensuring that the Overseeing Committees, the Coalitions, and the Cities fulfill their duties and accomplish their missions. They include the CFTLC, the CAG, and the Free Navy.

Overseeing Committees
The Overseeing Committees are the de-facto ruling bodies of the Free Cities. They include the Economic Forum, the Strategic Forum, and the Board of Commissioners.

Coalitions
The Coalitions encompass multiple cities that, for varied reasons, negotiated their inductance into the accord as a coalition rather than independent polities. There are two coalitions - the Eastern Coalition and the Altopiani Coalition.

Associated Cities are cities that signed the accord together with a coalition, forgoing independence in favor of bargaining power. Associated cities enjoy varying degrees of power and influence within their coalition and the accordance. Notable cities include Poskeron, Draxig, and Krath.

Unassociated Cities are cities that signed the accord as their own polities, forgoing bargaining power in favor of independence. These cities are Caeris, Nuovo-Bianco, Portoscali, Vaniza and Vintia.

Corgomuran territories extend as far as the territories of its comprising cities; this includes the eastern Kaviri Highlands, the Gomuri Expanse, and the Free Islands.
Military
The Corgomuran military is comprised of the combined forces of its individual cities, and is divided into six branches:
In times of war, the combined forces are commanded by two individuals - the master strategist of Vaniza commands the ground forces, and the master navigator commands the navy. Should any coordination be required, both answer to the chief commissioner.

Peacekeeping
Peacekeeping and routine security outside the cities’ direct control is relegated to a battalion of Ciami mercenaries known as the Red and Whites, which are Those of the Goddesses. They patrol the roads, secure caravans, and handle security arrangements for VIP visits; additionally, if the need arises, they are also used to violently suppress riots. The Red and Whites are generally disliked by the populace.Trade

While slavery is technically illegal, this law applies only to the citizens of the Corgomuran Free Cities; this creates a legal loophole where cities can buy convicted criminals from other nations and use them as free labor. Criminals convicted in Caeris are treated as non-citizens, and thus may also be subject to "indentured servitude". Under certain circumstances, criminals in other cities may also have their right for freedom revoked.
