Despite being renowned for its diverse and integrated population, Nuovo-Bianco still has some noteworthy distinctions between different social groups. These social classes differ from each other by the application of
rights,
powers,
duties, and
privileges.
Ultimate-Class
Those outside the legal system; includes migrants, foreign dignitaries, outlaws, and traveling merchants. Given only rights, without power.
First-Class
The general citizenry. Given rights and powers.
Upper-Class
Nobles, clergy, wizards, and wealthy individuals such as sucessful merchants or adventurers. Given rights and power, but also have duties they must fulfill -
Minority Groups
Certain races are designated as a minority group, and are given special privileges. These include
Aasimars,
Tieflings,
Orcs,
Duergar,
Drow,
Leonin and
Raptoran.

Nuovo-Bianco is, among all of the free cities, the most democratic and meritocratic; it lacks a noble class, and those of noble descent aren’t granted any privileges over commoners. The city is governed by a 180-seat parliament whose composition is representative of the the city’s demographics; 90 seats are reserved for men and 90 are reserved for women; 40 seats are reserved for traders, 40 for craftsmen, 40 for commoners, and 35 for the upper classes (see
demographics), with 25 unreserved; 40 seats are reserved for humans, 20 seats are reserved for half-elves, 20 seats are reserved for elves, 10 seats are reserved for halflings, 10 seats are reserved for dwarves, 10 seats are reserved for minority races (see
demographics), 5 seats are reserved for gnomes, and 5 seats are reserved for half-orcs.
