Purpose

The purpose of the decree was to establish the Shadi Order's stance against the use of Blood Decay as a means of execution or punishment. It also authorized the Shadi Supreme to raise the minimum reward for interfering in instances of Decay to 10.000gp as an incentive for agents to take the dangerous contracts, as many involve infiltration or assassination of high-level authorities across Estya.

Public Reaction

The refugees within the Shadi Order generally expressed support for seeing the end of Blood Decay in Estya, though small pockets of protest appeared within the Shadi Capitol from those who believed Blood Decay was a suitable punishment for certain crimes. However, supporters of the decree were quick to point out that what defines a "capital crime" is subjective and differs across Estya- everything from terrorism to petty theft has been labeled as such.

Term

The decree was intended to last until execution via Blood Decay had been eradicated from Estya as a whole, however due to the Demon invasion, enforcement was ended on 6.3 Denema 1.
