Blue Dragon, Young

Your hair stands on end before you see any hint of the creature. The air grows sharp with static as it touches down, rearing it's head high above you. It's horns, it's deep blue scales, even if it's claws crackle with small jets of lightning, but it doesn't seem to mind at all as small jolts crawl along every part of it you can see.
There aren't that many jokes or references about blue dragons or being blue that won't make me chafe, so let's move along.

    Features

    Affinity Anatomy : ~0.0
Within all dragons is a core of magic attuned to an element. This Affinity Core affects their natural weapons and other features they may have, and will be automatically added to their features and actions.   Blue Dragons are attuned to the element of Electricity, gaining affinity from electrical currents that come from friction and nature.
      Static Charge : ~2.0
Lightning permeates a Blue dragon almost all the time, and once it's been charged enough, the energy surges in a burst.   After the Blue Dragon is struck by a Lightning ⚙️ effect, they gains a Charge Point (up to 8, or an amount equal to this creature's TL). Using their Energy Breath weapon gives 1d4 charges.   For every Charge Point this creature has, it deals 1d8 damage to all creatures in a 30 ft range at the start of it's turn, spread out evenly between each creature. At max charges, the aura explodes, dealing 8d8 damage to all creatures within range (not spread evenly).
      Desert Stalker : ~0.0
The Blue Dragon can remain submerged in softer elements of earth (sand, gravel, mud, etc) for up to 4 hours (or, an amount of time equal to half-proficiency in hours). It has advantage on Stealth Checks while submerged.

    Actions

    Attacks | ◈ per, up to 3 a turn
The Blue Dragon spends actions to attack enemies with their natural weapons. They fight with a dramatic flair, using their abilities to either scare or distract their enemies.
    Dragon Bite | ◈ | Melee Weapon Attack, 10 ft | +10 to hit | Hit: 15 ( 2d8+6 ) Piercing damage + 4 ( 1d6 ) Lightning
    Dragon Claws | ◈ | Melee Weapon Attack, 10 ft | +10 to hit | Hit: 15 ( 2d8+6 ) Slashing damage + 4 ( 1d6 ) Lightning
    Dragon Tail | ◈ | Melee Weapon Attack, 10 ft | +9 to hit | Hit: 15 ( 2d8+6 ) Bludgeoning damage + 4 ( 1d6 ) Lightning
      Energy Breath Weapon, r2 : ~6.0|2⥣|1d6⟳| | ◈-◈◈◈ | Targets Reflex
The dragon exhales a jet of energy based on their Affinity Core that makes every creature in a targeted attempt a Reflex saving throw. The DC is equal to 17 (or 10 + Proficiency + CON). Each creature that fails takes 44 8d8 Lightning damage (or, damage equal to 1d8 x TL). On a successful save and critically successful save, they take half or no damage, respectively.   The targeted area starts as either a 30 ft long, 5 ft wide line or a 15 ft wide cone (the dragon chooses on use). The dragon may spend more ◈s to augment the breath weapon, adding another 30 / 15 ft (respectively) to the length of the breath per ◈, or widening the breathe's line/angle by another 10 ft per ◈.   Escalation⥣ and Recharge⟳
Escalation⥣: This action only starts being used after Escalation 2, or Round 2. This creature's Escalation count goes up each time the creature becomes Blockstunned.
Recharge⟳: Once used, this action takes 1d6 rounds before it can be used again. This count goes down once per round each time the dragon critically strikes a target with with a Natural Weapon.
      Tail Lash | ◇ ~2.0
If a creature starts or ends it's turn behind the dragon, they may use their tail instinctively once per round. The dragon's tail swipes behind it (or in a reasonably designated area). On hit, it deals half damage, and the creature struck must pass a Reflex Save vs DC 20 (or 10 + Proficiency + Strength). On failure, the creature is sent flying 20 ft away from the dragon (or proficiency x 5 ft), and they start falling if they weren't already.   This is considered a Reactive Strike.

    -Tactics-

Blue Dragons are creatures of dealing and negotiating, who just so happen to breath lightning. Of all the Chromatic dragons, they are the most social and most likely to deal with enemies as such. To this end, it's not too uncommon for a blue dragon to use spells, visages, and/or back-alley dealings to manipulate both adventurers and other dragons. Despite being so indirectly, blue dragons are more than capable of fighting enemies head on.   Any situation they cannot lie or negotiate out of, they will fight to an ending. Usually in death, and seldom in fleeing.   Blue Dragons tend to lair in deserts or sandy areas. Presumably, they thrive in the heat and excess static.   On some worlds, blue dragons are fond of soup, and makes for a good negotiating tactic. Yum.

    -Scaling and Alterations-

Adjusting the creature's stats to appropriate Threat levels involves altering the TL, Proficiency Bonus, and damage numbers. This section is a work in progress.
