Aoreliaus Eryn Avalich, known in English as the Secrecy Act of Congress of Ancient Power on Earth, is an eons-old document of the Collective Congress of Ancient Power that pertains to secrets and confidential information humans cannot know thereby keeping it safe within the community. Inside is information that if it were to get into the wrong hands, the effects would be devastating to the mystical world.
The scope of this document applies to all mystical beings. It also applies to those Humans who know of the community and magic. Think those are called allies? Anyway, it governs exposure to magic/ the mystical world, telling of information to people (Humans and those in other realms in the future), and maybe other things.
in the beginning after its' creation, the Congress felt that many were good people and willing to keep secrets. But the species leaders were cautious. They wanted certain information locked away. They eventually won.
THis doucment was signed before Father Christmas entered the Guardians. Maybe after His Nocturnal Magnificence, Sanderson Mansnoozie, High Lord of Sleep and Dreams though. And it still is in effect to this day. In fact, this specific document was kept in mind by Nicholas when recruiting Baxter and then later when Nicholas taught about the hidden world.
