Terra Externa

Terra Externa is a term referring to territories which are considered as extension of metropolitan areas, yet do not fall under their full legal jurisdiction or tax laws. Terra Txerna is usually declared when one or more smaller settlements are combined with a larger one. Another common example is in cases of refugee camps, which are not considered citizens of the city, yet require its care. Those living under Terra Externa are often considered homeless and have reduce rights as citizens. In some areas of the world Terra Externa can also refer to conquered territories for the duration they're being contested.
