Phoenix is proving to be the most elusive of the suspected Sumichou Underground leaders.

He leaves his symbol along with the Underground's logo in all intercepted communications and in graffiti messages to join the rebellion. He distributes hints for readers to check the Sumichou Techo app code in random areas of the district. No interrogated residents can identify this miscreant, nor do they have recent extractable memories of the culprit. We believe Phoenix is the tactical lead for the Underground. Capturing him should cripple the rebel faction.

Update

During interrogation and torture, a captured member of the Underground admitted to having met Phoenix near the Palace. Afterward they managed a memory wipe on themselves, which rendered memory extraction impossible.

Last communication intercepted was in front of Exotics Emporium.
