  Sils, a modder for rebels and syndicate shanks, doesn't just implant tech into bodies for underground shenanigans. He does a bit of spy work as well.   And that is what his ducks are used for.   Taking a regular tech bird used by Dentheria for research and spy purposes, he modified the casing to resemble the common red-billed reed duck (and don't tease him about how they look. He claims he used what he had easy access to, and why not have a pointy beak on a duck?).   Colleague laughter aside, the camera jutting out of the head superficially resembles those used by academic scientists to study animals. It is cover for his operation, however.
 
The red-billed reed duck is common throughout Dentheria, eastern Shaloar, southern Jilvayna, and western Albastion. No one gives a second thought to a flock flying above them.   No one gives a second thought to a tech bird with them, either. They, too, are common sights for research purposes. In fact, academics use birds so often for projects, those specific ones are referred to as 'smart birds'.
Sils codes his ducks to fly with these flocks, which provides cover for his operation. From this vantage point, he can film large swaths of land and sell the info to interested others.   His improvements to the camera are kept secret from everyone except his most trusted modder allies, and they, too, keep mum.
Sils sells his info to rebels and syndicates, sometimes to local underbosses if they have the cash. He's been known, on occasion, to send out a bird for free, when he believes it's in his best interest to get on the good side of someone.   And if law enforcement gets an anonymous tip on child abductions and corporate misdeeds? It certainly wasn't Sils!--or so he would have you believe.
