Lord Justice Rual "the Frail" Torrens

Rual the Frail is about as far away from the original image of The Arbiter as you could imagine. The role once occupied by a powerful champion of Tor, now filled by a frail, half-blind, old man who is as timid as he is weak. Once a man of strong moral character, he served well as Prime Justice to Arador, leading to his appointment as Arbiter. Since his appointment however, he has become indecisive and tractable, letting heads of state and other members of the Council of Justice do as they please, even providing legal grounds for them to do so. Despite this, he is not a corrupt man, and many remain loyal to him in remembrance of his dutiful service to Tor in the past.  

Political Unrest

Due to his inaction and obvious inability to lead, there is substantial dissatisfaction within the Order of Tor, leading to many wishing him removed from office. Unfortunately, nothing is that simple, and many factors stand in the way of a clean transition to a better, more suitable leader for the Order. Firstly, Rual has not anointed a successor yet, something usually done well before the age he has reached to avoid a potential vacuum in the case of the sitting Arbiter's death. This means that any vote to remove Rual from his position would require a two-thirds majority within the Council of Justice, not just agreeing on the need to remove him, but also on support for a successor.

Furthermore, the Council is split into three factions, with none gaining enough support to generate the necessary change. The largest remains in support of Rual, trusting in Tor to provide a suitable successor before his death. The second is a group of zealots that feel the need to remove Rual for the good of Faenir as a whole, believing they already have a suitable replacement ready to serve. Finally, the last faction has more sinister intentions, hoping to replace Rual with a candidate well connected with both The Randirion Empire, and Arador, possibly allowing for an increase in influence and wealth for the Order.

It is clear that Rual's weakness has led the Order to a crossroad, and with no obvious course of action presenting itself. One can only hope that the relative weakness of the Order as a whole will not bring about the end to the long peace the Arbiters have helped foster for so long...
