The Calri High Command
The Calri High Command also known as the Calri High Council, is the second highest body of authority in the Tirin Empire under the Emperor.
There are thirty members in total spread across the eight Imperial controlled continents and their provinces. Seven of these continents have three provinces, while the main Tirin continent has six provinces not including Tirin Prime which has three noble houses residing there always. Whichever three noble houses have the highest social standing will have a council member drawn from them to complete the thirty.
Most Council members are Halorics or Nazdria. There are Tirinids but only Calri. They govern over Calrim Industries and it's members all signed The Calri Ascendancy document.
The Calri military is subservient to them in theory. In practice they control a great deal, yet Ikiini can reclaim much of their power through the Loyalty Staffs any time he pleases.
Structure
Each member of the Calri High Command is technically equal in rank. Shol, personal affluence and social influence are the only major distinctions among them. Some choose to grab more influence among in Calrim Industries, others in Darkwing Academy, and some simply stick to politicking among the different noble families.
At any given time these factors will pull more weight in the council chamber. The Emperor has no fear for his position and lets them squabble. So long as they do his bidding, their methods or personalities matter not.
Culture
Although openly friendly, there is a high degree of political intrigue surrounding the Calri High Command. The Emperor has absolute authority over who is elected to be a Council member, however Council agents constantly work to subvert each other and their rivals' masters killing them when the opportunity presents itself. Council Guards find and execute these agents whenever possible.
Alliances are made and broken frequently with little trust ever involved. Some members plot the Emperor's demise by funding rebel cells in secret. Some Councilors attacked Ikiini before he became the Emperor. After their failure none dare challenge him openly anymore.

To administer the judicial system and run the military according to the Emperor's will.
Assets
Eight of the fourteen continent of Tirin are under the Emperor's rule and are governed by the Council members.
Military
Each Council member has a dedicated pair of Council Guardsmen who are loyal to the Tirin Emperor first and foremost and then the Council member. In addition, they each control a personal military division to protect them at home. The Council members that reside in more distant continents and settlements have larger divisions for their defense and are under more scrutiny from the Emperor's agents.
