Ka'a
An isolated settlement

Ka'a is the only settlement in the country of Eusakai, its name coming from the Ilwyrikan word for 'protection'. Its population tends to wax and wane throughout the year, with many individuals choosing to travel to Ilwyrika for the harshest winter months. At its peak, the settlement supports about fifty people, which dwindles down to around ten.
There is only one permanent building in the settlement, which are constructed from wood and stone transported by sled from the Ilwyrikan mainland over the frozen sea. It is a large hut that functions as a kitchen, dining hall, and community space. Throughout most of the year, the Eusakan reside in tents made from bones and hide; the bones and original hide were transported from Ilwyrika, but the Eusakan have replaced and repaired the hide over the years with the skin of white and grey seals. As the weather turns harsh, these materials are stored away in the hut for protection, and dwellings are crafted out of blocks of sea ice and packed snow.
Ka'a was founded around two hundred years ago by a group of Ilwyrikan researchers who wanted to protect the rare ghost puffin puffins from extinction, as well as safeguard the habitat of the other seabirds who breed on the island. 
This is an interesting idea, having a settlement with such a small population, especially one that changes so often and yet it's never completely abandoned.
