Languages cannot be learned at the start of the game if they're not given from your Ancestry. You can still learn them from non-native speakers and the like (books, journals, being exposed to it while
Learning a Language).

Certain Settings have specific dialects that must also be learned or obtained in order to speak the language correctly. Dialects, for the sake of ease, are handled by traits associated with
Lore and/or the specific region.
