Velour is the twin of Velvet Heist. She ran away from Alnerwick. The Midnight Watchers, specifically River Runlath and Belis Fenquen discovered that she was commanding the bandits that were stealing supplies on the way to Alnerwick when Alnerwick was under the madness plague brought by Levine and Politine.
