The International Penitentiary located on Queen Elizabeth's World is one of several facilities serving as prisons and rehabilitation centers for people convicted of high-level crimes by the Stellar Court.

Details

Located on an island in one of the planet's large oceans, the prison's main structure consists of a large blocky building housing cells, rec rooms, meeting areas, offices, etc., with a few satellite buildings and landing pads for aircraft.
  Surrounding the prison is an advanced, largely hidden, array of sensors and defense systems designed to stop even the most sophisticated jailbreak attempts by followers of those locked up inside. This, combined with the facility's remote location on an island in the middle of an ocean, renders escape all but impossible and no attempt to date has come close to succeeding.

Inmates

As an International Penitentiary facility, this prison does not hold common criminals, or even notorious ones such as murderers and terrorists. Instead, it holds the "worst of the worst": individuals convicted of the most serious war crimes and sapient rights violations by the Stellar Court based on findings from member states and the Truth and Reconciliation Directorate. This includes organizers of genocide and xenocide, propagandists and memetic engineers for criminal regimes, Spartan warlords, and military officers who ordered or carried out planetary bombardment against civilian targets. These individuals are considered highly dangerous and some of them still have substantial followings among their former associates and other groups such as ultranationalists and reactionary political parties, hence visitation to the prison is tightly controlled and inmates are not allowed to make public statements.
  Length of sentence varies based on the Stellar Court's findings, as well as the wishes of the victim governments and peoples. Its most notorious occupants have been locked up ever since the Stellar Compact's foundation, on sentences of "incarceration until remorse" or similar. More recent prisoners tend to be would-be unleashers of existential threats, as well as government leaders from recontacted worlds, many of which feature authoritarian and totalitarian regimes.
