Crimes Against Civilization and Sapience

Crimes Against Civilization and Sapience are the worst and most grevious crimes recognized under modern Stellar Compact international law. These acts are ones which do intentional, serious damage to the peace and stability of Starweb civilization and its prospects for the future.

They include:

• Attempted or actual perpetration of existential catastrophe
• The use, threat of use, or possession of strategic weapons of mass destruction
• Slavery, including the engineering of servant species
• Piracy
• Terrorism
• Genocide and other acts of targeted violence towards specific groups
• Starting or prosecuting an unjust war
• Deliberate attacks on civilians in war, or wanton disregard for civilian casualties

Some, but not all, of these crimes are also covered under the Galapagos Accords for the Laws and Conduct of War. They have no statute of limitation, and fall under the principle of universal jurisdiction: any member state can arrest and try anyone it suspects with probable cause of committing these acts, it need not be a direct victim.
