Harnessed Without

  Originally discovered by someone who was only described as a "magical gnome wearing a hat and a coat", rune ink has become the core foundation of the runescribing process, allowing there to be notably smaller and more complex magical devices in the world.   This deep black ink, harvested from many carefully prepared ingredients, including fresh ink sacs, is essential in the profession of runescribing. It is relatively difficult to prepare well as it needs to be able to be written on thinly and smoothly to avoid splotchy work.   The creation of rune ink takes roughly three days from beginning to end, with some variances by individuals and their own ability. The first day is harvesting ingredients, most of which are commonly found but extremely precise amounts are needed.  

Magic Within

  While not inherently magical, rune ink causes the flow of magic, even untapped magic, in a person to flow through the ink and reside there to become a reagent for enchantments. The enchantments placed upon an item can be almost anything, as the limit to the magicks it can provide is only by the space available to write on before the item loses most of its core attribute.   For instance, while you could write across the entire lens of a pair of glasses, doing so would eliminate the ability to actually look through the glasses. A better use of space would be near the edge of the lens, keeping the runes tightly packed to not obscure vision.

A simple but interesting idea for a writing tool. I wonder if you could technically use rune ink to tattoo someone with the same effect, or does it only work with weapons and tools?
