Keeper of the Purse
Duties
The Keeper of the Purse is the economic minister of Anhara, in charge of all budgetary matters for the nation. Tax collection from the noble houses and merchant organizations, the maintenance of legal monopolies, and the disbursement of funds to governmental departments or sponsored organizations all fall under their control. The Keeper of the Purse also has slight control over ports in Anhara, particularly large and crucial harbors such as Aethport, the only legal entry for goods from Panag Rho. The Keeper of the Purse also sits on the Council of State, advising and reporting to the Rhetorlord upon their portfolio. Beyond budgetary concerns, the Keeper of the Purse also oversees matters of public works. Expansions of road networks, dredging of waters, building bridges, and other such constructions requiring the use of the public's funds, are overseen by the Keeper of the Purse and their department.Selection
The Keeper of the Purse is traditionally appointed by the Rhetorlord, and chosen from a noble house specializing in economic matters, typically but not always doubling as their Rhetor. Presently, House Semillon dominates the position of Keeper of the Purse, ever since their founding of the Bank of Anhara, which has allowed them to maintain their hold on their wine monopoly.
