The Twin City of Panta is the capital of Peraserasia and the seat of power of the Diarchs. It is a relatively cosmopolitan city, with the high nobility pursuing Yojeku ideals.
Demographics
The city is as orderly and bureaucratic as the entirety of Peraserasia. It holds a census every 5 years, dividing the populace by race, ethnicity, profession, income, age, residence, and religious inclinations.

Due to its relatively peaceful and historically mercantile nature, Panta is considered to be ill prepared for a full-scale assault by an army. Instead, the city's defenses were built with infiltration and small scale assaults in mind: the perimeter walls, 32 ft. high and 15 ft. wide, are built with a negatively inclined outer portion and topped with crenellations and machicolations. The wall's portions are angled and/or elevated in such a way that each post for allows for a minimum 150° view of the wall, with roughly 30° being obstructed by the Diarchs' palace. The city's eleven gatehouses hold no unusual qualities and follow a relatively standard design, with a diverging-remerging entryway.
The peace is kept by presumably 320 guards, though some estimates place the number of guardsmen to be as low as 150 or as high as 800 guards; Since the actual number itself is omitted from the official census report, estimations are based on deductions based on the large data set the census provides, and thus vary with a mean of 419 guardsmen, mode of 320, and a median of 636.
Industry & Trade
Panta thrives and lives on trade. Located on The Ivory Route, one can find virtually every commodity in the city; being the only large city in the Diarchy of Peraserasia makes it a bustling trade hub for all of Grausur and the Pueblian Free Territory, even when not considering the route.
Guilds and Factions
The city has a total of 340 noble houses, both minor and major. It has 27 primary guilds, and eight secondary guilds; in other words, of the 35 guilds, only 21 have a monopoly on their trade. The city has 26 inns which are recognized by the inkeeper's guild, and an estimated 30 inns that work without guild support and authorization, all of whom are located either in the city's slums or are involved with criminal activity.
