Covenant of Scarlet and Bone

When the Scarlet Hegemony invaded Estaur, it triggered the War of the Elder Flame. For 7 years, the lands were bathed in blood. After the Fall of Halibraxus, Xantheron signed the Covenant of Scarlet and Bone.
This (allegedly forced) treaty ended the war under strict conditions that heavily favored the Scarlet Hegemony. The document itself is inscribed on the bones of an Arch Vampire. The inscriptions are outlined in Xantheron's blood.
