High Archivist
Each location for the Order of the Azure Horizon works more or less independently, though the most important ones form a council that sets the general principles for the entire order. A High Archivist is the head of a monastery that isn't big enough to contribute to this council. Instead, they are in discussion with the Enlightned Archivist closest to them.
Appointment
Seniority and recognition for academic work as well as providing other services for the order will get you elected. A qualified majority can remove or instate a High Archivist at their monastery at any given time. A new one is usually only appointed if the previous one steps down or dies.
