Enlightned Archivist
There is no single leader within the Order of the Azure Horizon, instead, the Enlightened Archivists meet every now and then when there is something to discuss and decide on policies. They represent the largest and most important parts of the Order and speak in turn with other monasteries.
Only the most learned individuals in the world achieve this status. They tend to stay out of any conflict between nations or groups, opting to see the world as more complex. Their work is to collect the knowledge that might otherwise be lost and to make it available to those who can be trusted to use it to create rather than destroy.
Appointment
The council of Enlightened Archivists votes on which monasteries should be represented on it, but always making sure that it is an odd number. The title then falls on whoever is the High Archivist for one of those locations. Teleportation is established between these sites so that the council can meet on short notice.
