Eyes of House Seelon
In theory, the members of this organization are merely servants attending to the needs of the Seelon family and the Jewel Palace. They might even be sent to serve diplomants. Or be diplomats. No one besides the Qel'tath of the family and the current head of the House Seelon Guard will know who all the operatives are.
The tasks given to these agents are mostly to gather information or drop hits to the right people at the right time. But in theory, there could be assassins as well. Of course, the existence of such would be vehemently denied by the house.
