The City Councel's judgements are final.

The city is not without mercy... though, some may call it cruel.

When an offender violates the trust of Terris Burg, they are punished with banishment into the surrounding woods.

Major language groups and dialects

The outcast have no defined race, dialect, or language, as anyone who is displaced can become an outcast.

Shared customary codes and values

The City Councel removes all records of an outcast from their public records. Any of The Displaced are not welcome back into the city, and will be executed on sight if they attempt to sneak back into the city.

All outcast share one thing in common, they suffered the wrath of the councel.

The Terris Scouts report some survive deeper into the woods, though, it's unsure how. The lake is the only source of clean water we've discovered.

There are some rumours that some outcast band together and form smalle groups.

Common Etiquette rules

When the Terris Scouts come across an outcast, they often provide them fresh supplies if they can afford it.

The scouts use the outcasts to learn more about the forests and what is happening from their accounts. It's often cited that some outcasts will seek out information to trade for weapons and supplies.

Should an Outcast be seen on the shore, an alert is made to the Guards on the wall. Should an outcast try to return or cross the lake... they stop it.
