Laws of War

Purpose

The purpose of this document is to create a treaty between the Hroff Alliance and the Tok Empire. It was agreed upon by Zook Taren, the High King of Hroff and Adinimus S'bna the High King of Tok that far too many casualties of war were occurring due to the chaotic means of battle. This document creates a guideline for acceptable and unacceptable actions during times of war.

Document Structure

Clauses

The clauses of the documents are separated and structured by a numbered list, written in Tof'kran Common. There are a total of 27 listed items located in the center of the scroll. Each clause is preceded by red ink and then written in black.

Caveats

Though not appearing in the document itself, should one violate the clauses outlined in the Laws of War, the violator is to be surrendered to the opposing governing body and dealt with as they see fit. Sometimes there are exchanges for Prisoners of War, and often times are used for bargaining between the two.

Publication Status

The original documentation was made in duplicate for both Zook and Adinimus to each have their own official copy in their possession. Every general in Hroff Alliance and Tok Empire also have a written copy in whichever language they choose. It is publically accessible at any and all Hall of Records and ignorance is not considered an excuse for violating its terms and those that do will be prosecuted to the fullest extent of the law.

Legal status

Currently, the only continents that adhere to the Laws of War are Hroff and Tok and only apply to the Tokian people. Foreigners from other lands are excluded from the clauses and considered to have diplomatic immunity and can not be held as prisoners of war. Zook and Adinimus both, however, are in terms with several of the other regions of Oryth, including Ochrid, Bismal, Joarmy, and Kals'wyn. They hope to one day have the entire world agree to and expand upon the Laws of War in hopes of one day no longer needing them and striving toward world peace.

Historical Details

Background

For eras now, the nations of Hroff and Tok have been at war. Many needless casualties have been lost. Innocent civilians have expired due to the opposing views between the two continents. Though they both knew this wouldn't be the end of the war, they knew a proper document detailing the rules of engagement would be nothing but beneficial to both of them, allowing them to curb needless destruction and death.

History

Zook has been trying to propose the Laws of Wars for decades, but every attempt at communication with the previous king, S'bna Ivurlus, were left unanswered and ignored. After Zook learned of the death of the king and the rise of Adinimus, he decided to wait 5 years until proposing it to the young successor. Using a magical message of sending to communicate, they both agreed to treat on the northern Artikos Archipelago at the College of the Frozen North to be overseen by the Scholars of Oryth. For two days of treating with no rest, both Zook and Adinimus were physically and mentally exhausted by the experience. Having emerged with the first official copies of the Laws of War, they agreed that this was the best for both of their people, shook bloodied left hands, and went their separate ways.

Public Reaction

The public reaction was one of awe, suspicion, and disbelief. There was opposition from both sides of the war, but in the end, the High Kings' words were final and despite the reaction of their militaristic bodies, the treaty was signed and all would be forced to follow or be prosecuted for high treason. The general public and civilians seemed to breathe a breath of fresh air. With the announcement of skirmishes' times and their locations, people uninterested in the musings of the war have ample time to retreat and relocate should the war meet the shores of their locale.

Legacy

The Laws of War set precedence for order in the midst of chaos. Going forward, this document will evolve and change over time with the hope that one day neither country will have use for the document at all and will eventually reunite the Tof'kran people as a whole and perhaps one day even the entire Material Plane of Oryth.

Term

The terms of the Laws of War are to be followed until the head of a party involve (in this case one of the High Kings) violates the agreement. At which point the treaty will be nullified and all-out war will occur. Though both parties involved hope that day will never come.
