The Floating Council

The floating council is the semi-exclusive body in charge of deciding if a settlement within the Menedynn Empire is to be allowed to be floated or not.
There are twenty members of this council, spread all throughout the empire, and in order to get the body approval, the petitioner needs to get the approve of at least 18 of the council within 5 years.
If there are 17 members favoring the petition and 3 declining it, the petitioner may appeal to the Spacing and infrastructure torgal as its 18th authorizer.
Structure
The council itself is formed by twenty members, each members come from a different field, house, settlement, yet all must be of a known rank of authorization in the empire, from Floating small council, Anchoring Experts body, an archon, or commander of one of the six combatant commands.
