For an additional cost, a family unit can request the usage of artificial wombs, thus salvaging the female body from the rigours of pregnancy and childbirth. Another additional cost, which could be incurred is the resplicing of certain genomes to eradicate potential diseases and genetic medical conditions. By incorporating the Voucher program, the Conglom both ensured only adequately prepared families would procreate and made it possible to control overpopulation, while ensuring a basic level of medical, educational and social care would be guaranteed to a child brought up in the system. No child would be denied certain basics of humanity, nor would they go without food, medical care, appropriate education and child-minding while parent/s were at their place of employment. Thus, only those who could afford to place this initial investment into their offspring's future, were allowed to reproduce. Failure to purchase a Reproduction Voucher, or put oneself on the waitlist would be first offered the chance to purchase one of a limited excess Vouchers, or given the option to have the embryo stored free of charge for up to 5 years in a Cryostasis Storage Facility. If, at the end of the 5th storage year, the original parent does not wish to have the child borne, they have a choice of abortion or open implantation to an artificial womb for adoption purposes.
