The Eshuans

The Eshuans are the people of Eshua, a hilly, rocky country on mainland Caia. The mountains of the Teeth channel rains that leaves Eshua a damp place most of the year and, in the winter, the snow in thick and unrelenting. Their cities are encircled by thick stone walls, whilst rural communities fight to protect their livelihoods from outlaws.
The Eshuans rely mostly on agriculture to make a living. They herd sheep and goats, who are well-adapted to the rocky terrain, and make the most of the bounties of their forests. They enjoy trade with many other countries on the continent of Caia and beyond, as they are a steady source of raw materials for textiles.
I'm curious - why are outlaws such an issue in this location? Suggests something societally going on that's creating the problem.
I have an answer for this!! I will quote myself from the Eshua stub. 'Technically, Eshua is part of the Kaienese Empire. Eshua does not have a central seat of power, though not for lack of attempts over the years. Instead, each city governs itself and the surrounding area, and more remote settlements rely on themselves. Each city has a representative from the Emperor to guide them, although many do not listen.'
