The Plebis are the common people of the lower Castes as seen in the Novus Ordo. Many of them work in the Blak Markets and commodity factories, although there are those who provide services or create products with whatever limited resources they have.
They are not part of the
Corpo Rule, and they can’t have access to any of the accommodations or services provided by the system.
The Plebis lead their lives without Conglomerate control, but they have to follow three fundamental rules:
- no political activity
- no education
- no travel
Usually, they create self-sustained communities within which they produce and trade goods.
Although the
Conglomerates and their agents rarely bother with the Plebis, their greatest threat comes from the
Syndicates and the local gangs they control. Many found themselves on the streets, just because they didn’t adhere to a command, or simply for being at the wrong place at the wrong time.
A number of factions are found in the Plebis population. They vary from the peace- and stability-seeking
Norms, to the bloodthirsty
Zealots. In cities where Catharsis Walls have been raised, the lower castes are forced to live within them.
