The Everywhere Stone

No matter where you need to be, there you are.
  The Everywhere Stone is a man-sized obelisk of indeterminable age, engraved with runes and framed with gold. The Stone is worn and pitted, with moss creeping up the base. The Everywhere Stone has no power by itself, but it is a powerful artifact that aids in ritual and spellcasting that rely on location. For any spell that requires the caster to have been to somewhere, the Stone provides it for everywhere in the world.  

Reach Anywhere

  The Everywhere Stone allows the Caster to extend their arcane reach to any place, as if they were there. Ritual magic done through the Stone as a lens is no longer anchored by the casters' eyes or knowledge.

Be Everywhere

  Rituals for Teleportation often require the Caster to have some familiarity with their destination. The Everywhere Stone provides the necessary magical connection for every location on the material plane, no matter how obscure or hidden. The Casters need only need to know that it exists and the Stone provides the rest.   The Stone also exerts some influence on the spell to ensure the Caster's safety. When used to travel into the unknown, the Stone will place the Caster somewhere that isn't immediately dangerous to the Caster.
 
Though the Stone allows Teleportation virtually anywhere, it does not go with the Caster - they'll have to find their own way back.
  The Everywhere Stone does not draw any power from its user, though being able to use it correctly requires the Caster to study the runes. It responds to intent and when studied to learn about the place they have in mind, that is what the runes will spell out. When read without purpose or reason, the runes are of some dead language, saying nothing.   Despite its age, the runes are still intact - except for one that has deliberately scarred and its meaning obscured forever.

Plot Hook

  A dangerous cult are using the Stone to teleport zealous assassins to their targets with impunity.   They will use its power against the players, targeting them with offensive spells or transporting hazards in their way.

Rules For Everywhere

  For any spell or ritual that require the caster to know of a location or possess some object from the place, the Everywhere Stone suffices for everything and everywhere.

Plot Hook

  A Cabal of Wizards have been using the Stone to unleash terrible rituals across the country. Blizzards and unnatural storms are devastating cities, towns and crops. They must be stopped.

The Everywhere Stone is a fascinating article, and you seem to have at least two plots (the terrible rituals, and the broken/defaced stone) from it.   Is the stone part of a network? Have any settlements built up near it? Has anyone managed to replicate the stone, even a weaker variant with a reduced range? Can the stone be used to scry on someone, or does it only transport?   The plot hooks also suggest the stone can be used to send things to people, not just send things to a place. Is that the intent, or do those who are sending things to people knowing where those people are?   This is a fun little article you've written, and it sounds like a kind of One-Way Fast Travel method once those who are using it to hinder the players have been dealt with.

Wow, talk about a late reply... I blame WorldEmber busy!   The intent was for this to be a unique artifact, but I could see fragments with more limited effects. A shard of a different Everywhere Stone that ties to a specific location perhaps. I can definitely see it being the center of some mage's extended domain, but it's not so big you can't move it, too. Thievery afoot!   The scrying question is interesting, and ties into the "Reach Anywhere" header. The idea was that it would allow the mage to be treated as being *anywhere* in the world for the purpose of that sort of magic. A lot of spells have that sort of hook that the mage needs to be familiar with a location, having visited it, or have some sort of connection of it - the Everywhere Stone kind of short-circuits that by counting as being everywhere at once. Similarly, a lot of spells have a set range - a mile from "your position", and the Stone changes that too.   It doesn't do anything on itself, buf if you got the spells to with it, it can sure wreck some merry havoc. :)   Thanks :D
