Interstellar Highway
One often finds irony in science, when the ancestors first sail across the seas, who would have guess, literal sails would allow us to traverse the stars faster then our rockets. Instead of the winds blowing our sails it is now the Light pushing and guiding our path.
While inter solar system requires the use of Light Agol, rituals and luck to achieve it's desired result, crossing the dark space in an acceptable time. The Light highway is one of science, as it takes considerably less time traveling across your own solar system and all you need to power the highway is inside said solar system.
Using this elaborate network allows one to travel from mercury to Pluto in little over 56 hours. (If uninterrupted of course.)

Access & Availability
Common there are over 100,000 Light Highway relays across 20 light years.
Complexity
It has to keep the light powered to push a ship to fast enough speeds but also keep the projected path clear of space debris.
