Divine Kingdom of Sala
The Divine Kingdom of Sala is a nation comprised almost entirely of Drakkin, or Dragonkin, and is run as a clan-like monarchy. The sovereign, which can either be a king or queen, is the highest authority in the land, while there are others who would be equivalent to nobles in traditional monarchies.
Instead of noble houses and titles, there are clans and titles. The clans select their own leader, who is then confirmed by the monarch. However, the monarch has the ability to raise anyone within a clan to whatever rank the sovereign desires. It is a convoluted and confusing system for most outsiders, but seems to be second-nature to the drakkin. There are few examples of this ever taking place, but it has taken place.
