Silvers on the Horizon

The Silvers on the Horizon is the levy and conscription based portion of the Unquestionable Superiority of the Imperator.
Commanders are volunteers that undergo long military training and need to come for retraining once a year; they undergo a selection process prior to being assigned commanders in reserve. They are supposed to ease in the process for newly recruited levies, as they do not have prior knowledge of future levies or conscriptions, nor do they have their own equipment (though they do receive a prime-condition gear).
