Imperial Charter of the Guild of Mages

Imperial Charter Let it be known, throughout all the realms of Urth, that His Imperial Majesty, the Adamant Emperor Maximillian I, absolute ruler of the Eternal Empire of Koth, declares the establishment of the Imperial Guild of Mages.
The Guild of Mages shall henceforth have dominion over all magics, ancient or exotic, high or mundane. This domain is all things born of magic, wrought of magic, or imbued with magic. Free of this domain are all things in the realm of Spiritual magics. This is the province of the House of the Healing Heart whose Voice has graciously empowered the Guild of Mages to deal in the magics of Curses.
The Guild of Mages is charged with the preservation and expansion of all scholarly endeavors, magical knowledge and arcane skill throughout His Majesty’s Eternal Empire. This duty is the regulation of all magical research for incantations, sources, paths, items, effects and rituals.
This responsibility is the advancement of learning within the scholarly realms and the magical arts as well as the codification of knowledge for all things arcane.
This obligation is the guidance of both mages and scholars in their learned and magical endeavors for the greater glory of The Empire.
This commitment is the safety of the Emperor, His lands, His subjects, and His interests.
His Imperial Majesty grants the Guild of Mages the right and privilege to charge for magical services, both high and mundane, and research both magical and scholarly. Granted are the rights and privileges to recognize the skill of mages and scholars, to purchase and trade all things magical within their jurisdiction and the materials needed to make them so. Beware, for trade and commerce beyond the territory of this Guild Hall is the dominion of the Guild of Merchants, and violates this Charter.
His Imperial Majesty gifts the Guild of Mages with the establishment of the Celestial Order of the Dragon within the Imperial Legions. This Order shall serve as the Guild’s sword and shield, enforcing this Charter, and defending the interests of the Guild.
It is the solemn commitment of the Guild of Mages to provide services, support and resources deemed necessary to The Emperor and His representatives, to uphold the laws of The Eternal Empire of Koth and to pay tribute amounting to 30% of the profit from the sale of all goods, offices and services to The Emperor or His representatives.
