The Underbrush apartments are established by W.I.L.L.O.W.I.S.P. and typically house operatives who work at the organization. However, there are some decoy locations of these buildings that only house outside patrons who have nothing to do with the spy agency. The purpose of these sites is to detract attention and suspicion from the Underbrush brand as a whole.
Willowisp makes money from these apartments as well. They hire normal people as a facade, but they always have some internal employees stationed at each site.
In addition to being a decoy location that serves as a living quarters for many unsuspecting people, these buildings are also bases that host surveilance, house information, and facilitate opportunities to capture suspects and other persons of interest.
The myth about this location is the fact that everything is normal when, actually, there is a lot going on behind the scenes. This is not the only facade W.I.L.L.O.W.I.S.P. has in place.
