Devotees of Primus
Primus doesn't rearward service as such, or punish deviation from it. Thinks will simply happen the way they happen. But having agents that make sure to keep unruly variables at bay can be useful enough for it to provide tools to aid them. Thus, there are clerics and paladins, but they might act a bit differently than others of their kind.
Structure
Every devotee has its specific function in the order. There is actually little distinct hierarchy amongst most members, instead, the focus lies on every cog doing its part. The upper echelons are modelled after how modrons follow each instruction from an upper level in a predictable way.
Public Agenda
Chance and disorder are the anathemas of the order and they will attempt to bring clarity and structure wherever they go. On the surface, this makes many perceive them as good, but they are equally likely to make an oppressive regime more efficient.
The link to Mechanus brought by the clerics and paladins tend to make everything around them happen in a more predictable way, leving nothing to chance.
