Cult of Tiamat
There are two very distinct categories of worshippers of Tiamat. First of all, there are the dragons who feel drawn to her and her power. They aren't always as much worshippers as they are the populace of her sovereignty. They ally themselves with her for strength and protection and in return they follow her orders on the occasions she gives any.
The other kind of worshipper is a humanoid who is in awe of the power of dragons and wish to take part. They either try to serve dragons or try to have dragons serve them. Quite often, it goes from the former to the latter as their hubris grows. Tiamat considers these useful but expendable pawns. There have been a rare few who have actually dominated a dragon or even two, but not for long and not without Tiamat choosing not to interviene. While she herself might not be able to reach the material plane, she has plenty of dragons at her beck and call.
Structure
No dragon would accept another dragon as their superior and so they all serve Tiamat personally. Humanoid cults are more varied. Some declare their loyalty to a particular dragon, others seek out many different dragons. A few simply wait for an opportunity while remaining hidden. There is usually a strong, charismatic, leader at the head of the cult even before they seek out a dragon. This person may or may not raise others to lead others in various groups.
Public Agenda
To most who aren't followers of Tiamat, they are feared as agents of chaos and destruction. This is often a fair description, but members of the cult prefer to be in the middle of that storm rather than be swept away by it. To them, the power of dragons is inescapable and it is simply a matter of what you do with it.
Assets
Cults often loot and raise areas for riches. This is mostly in order to stay on the good side of dragons by contributing to their hoard. But they might find some powerful items that help keep themselves safe.
