Weapons and items with Safeguard also count as Shields, for the sake of feat/ures, enchanting, and talents that specialize in and with Shields. They will often give AC and, sometimes, Armor HP, listed in parentheses or brackets on the item's page.
In order to gain the benefit of the 'shield', you must be proficient in them.
