Hobgoblins are a version of Trick-Kin/goblinoids/goblins that are tall and haughty, making them more chaotic versions of Elves. They've been known throughout fantasy and real folklore as unreliable narrators and scamps, and/or as natural leaders for anything and everything they have their hands in. This is believed to stem from the Hobgoblin's pride in their cleverness and/or natural charisma.
Sometimes, hobgoblins look more human than goblin, giving them the appearance of red elves or half orcs. That is certainly a choice some can make.
