Round Table Alliance

12 seats appointed by one of the major factions or vote. 4 are held by QAAG, 2 each by the other factions University of Qi, Talsir Quorum, Trade and Transport Association of Qi and Qi Art and Artisan Collective. These seats are chosen for 5 year terms, or when a member leaves their seat. Every ten years the council votes on a leader of the Alliance, who then serves as the leader of Alliance for 10 years. They recieve two votes, and are given the title of Speaker. After the 10 year period the speaker, then holds a permenant seat on the council. Though they do not vote directly, the current members can call for an extended vote, and any speakers that show up gain a vote for that issue. At least 5 members represetning 3 different factions are required to call for this. The speakers typically have 7 days to show up to be considered.
