Fin-Allan City Hall

The city hall of Fin-Allan is the center of Exodite civil authority in the city. Built large to accommodate the many functions of the mayoral bureaucracy, the city hall is built in classical elven style, made from polished white stone with sleek arches, tall and narrow windows and doors. Dominating the government district, the city hall is placed on the northeastern side of the plaza of the district. Though only three stories tall, the building appears taller due to the pointed open dome of arches on the roof of the building.   The city hall has two main entrances. One on the southwestern facade, and another on the northwestern one. The entrance facing the plaza to the southwest is accessible to anyone, but deposits the entrant into a small room with a few benches and a counter, behind which an elven bureaucrat sits. Coming here is the main way any private citizen of Fin-Allan performs any kind of formal proceeding with the city government. The other entrance is guarded, and most people are turned away. The only ones permitted to enter here are those elves involved in city bureaucracy, and anyone with a seat on the Council of Fin-Allan.   A multipurpose building, the city hall has offices for various Exodite bureaucrats on the southwestern side of the building. In the center, directly under the dome of archers is the council hall, which spans the entire height of the buildings with galleries on several levels. The galleries have space for both members of the council and observers. During meetings, the mayor stands at the pulpit on the ground floor at the end of the hall, and reads out the agenda, and makes decisions. The council members may argue with eachother or the mayor, and make suggestions, but their power is limited.   The building also contains extensive archives in the northeastern end, with records of every decision made by the mayor, notes of every council meeting, every complaint, every assessment requested by the bureaucracy.
