Structure

The government system of the Queendom of Shimmea is a Technocratic Council-Monarchy based on the royal family and the leaders of the many departments and the governors of the nation that all unite in the Small Council. The Small Council is the parliament of the nation in which nearly all decisions are made and laws are established. Each extensive science department selects the best leading scientist as a representative for the Small council. Additionally, each governor is automatically a part of the Small Council. Of course, each of these may declare a representative to replace them and speak with their voice in the council, as most goblin leaders and head scientists have limited time.   The leader of the council is always a member of the royal family. They decide on the elections and the agenda of the meetings, as well as lead these meetings. The royal family also declares the new laws and the decision to the public and is the speaker of the Small Council.   In the end, after a new law is approved by the Small Council, it is brought before one of the Twin Queens in a ceremony. The law is coming into force only with their signature on the paper.  

Science Departments

The science departments forms and reform in chaotic ways all the time, which makes it impossible to create a list of all of the major departments that is intact for longer than a year. There are hundreds of smaller departments with no political power that tries their best to shine through innovations and get the honor of sending a member of theirs into the Small Council. Some departments have stabilized out of the chaos and are sending their representative to the Small Council since the foundation of the new system.   Guild of Mechanisation The Guild of Mechanisation is the industrial core of the nation. Their inventions concentrate on the core of the industry and have the goal to allow other departments to work more efficiently. The power reactors and the standardization of energy outputs were one of their earliest breakthroughs. Many goblins in this department have a love for automation and big machines, so it is natural that mechanical suits, as well as mechs, are a goal of many in this guild.   Airship Department The core of Shimmea’s economy is the airship industry. They transport the goods and the people between the isles and the tower in Neueisen. The nobles of the sky are the captains with their crews while their foundation lies on the ground in the industrial factories in which new airships are produced and old ones are repaired, as well as the universities in which new designs and new technologies are developed. They are working very closely together with the googirls of Slimea and developing new quick-to-use medicines to cover the time till a googirl doctor appears. Some newer inventions try to mimic the healing abilities of googirls to a certain extent even.   Artisan Department Creativity is a core idea of the goblins of Shimmea, but some do not wish to only express it in new inventions, but also in art. The artisan department concentrates not on inventions that improve lives or break new records but inspires and allows new forms of art. Artists in this department decorate the goblin nation with their products and bring life into the foyers and parks.  

Governors

Each city and each outpost area has its governor. Their job is to take care of the development of their given region, as well as to listen to their population and to take care of their wishes and their needs. Each governor is put in place by the royal family and only the royal family can remove a governor from their position. Normally, a governor is in power for some years before they return to their old place of work, but some goblins found their place in life by caring for their citizens.

The ability to transport goods with near-zero costs and to give people a very unique way of traveling from one city to the other is very unique to the airships of the goblins. The relatively high stability of this goblin technology is a true wonder for the nation and its allies.

History

The history of the Queendom of Shimmea started with the creation of the twin queens. The exact date and happening stayed a secret between the two, but over time, more and more Goblins appeared and were transformed. The Twin Queens were able to negotiate with Slimea and got a piece of land on the southern part of the Isle of Neueisen. While Vicky, one of the twin queens, openly showed who she was, the second one hid her identity. She was called Iris, but her real name was Flow, a criminal Balloon Fox at that time. Later on, her identity was leaked by herself as the balloon foxes became citizens of Queendom of Slimea and their criminal activity was forgotten with the new Hunter's Decree by the queen Suchiru Eisenstein.   The goblin tower soon became the tallest building in Slimean Lands and the core of the goblin society. With the founding of the Federation of Slimea in 2022, the Queendom of Shimmea was also founded. As a gift for its foundation, the new queendom got an isle in the Atlantic called Shimmeria, on which they began building their new city and capital of Shimmer. The Goblin Tower still had enough space for the goblins, but the queens thought bigger and wanted to be prepared for the future. It was their investment into future generations of goblins.   The rapid development of technology followed and is still ongoing and a central part of the goblin society. The most famous part of the nation is its new Airships, which they use as a CO2-Free transport medium between the different cities and nations of the federation and some allied nations. It took not long before the nation became a major trading hub and the place where you always found the newest and most dangerous technology. In 2023, the government system was finally modernized. The twin queens wished for more free time, as the management of their nation, the island, the goblin tower, and the expanding goblin society became too much for just two goblins. They allowed the Small Council to take over the daily business of the nation and only interfere with big decisions. The small council is often led by Alexandra Mueller, the daughter of Flow and the princess of the nation.

Demography and Population

99% of the population of Shimmea are goblins and females. To become a citizen, it is required to become a goblin. There are some exceptions, but these are rare and mostly found in exceptional individuals who have done great things for the nation or are connected to the royal family. The population of Shimmea grows through transforming humans and other races via goblin technologies into new goblins.   In 2023, the census in Shimmea concluded that there were around 2 million goblins living either in the nation or allied countries but with Shimmean citizenship. About one million of them lived in Shimmeria, most in the capital of Shimmer. Approximately 50 thousand lived in Slimea, mostly around the goblin tower and the small island in Neueisen called Little Shimmea. The remaining goblins were spread over the world in smaller outposts.

Territories

The territory of Shimmea is split into many outposts and little chunks of land that they either claimed or borrowed from other nations in exchange for their services and trade relationships. The biggest part of their territory is their island called Shimmeria. On it is their capital of Shimmer and their most advanced production facilities as well as the royal palace. Interestingly, there is also a second major area for the nation in Neueisen. The small island of Little Shimmea is the nation's outpost in the territory of the Queendom of Slimea. It is a small island in the south of Neueisen and is connected via a bridge with the bigger central island of the city. Near the island is also the goblin tower, the origin of the nation and the favorite residence of the royal family.   Little Shimmea is an island that focuses on diplomatic relationships with the Federation of Slimea as well as developing and improving typical goblin technologies like the reactors and the mechs. More advanced research that could cause bigger explosions or disasters is not allowed on the island. The small area also does not allow large production facilities. The island is often visited by tourists and is home to a university in which outsiders may learn about the goblin technologies.

Military

Shimmea is a smaller nation, yet far from being weak. Their small numbers are countered by their machines and their innovations that can also be used in military scenarios. While Shimmea works tightly together with the Federation of Slimea, they concentrate on the logistic part of wars as their core aspect.

Airfleet

The air fleet of Shimmea is a logistic powerhouse for any military operation. While most airships are used for transportation and trade, there are some designed for war. These war airships have weapons on board as well as crews trained for fights. The ability to appear everywhere around the globe with their airships and fly under most radars is the core strength of the air fleet. The mechanical ground forces of Shimmea are a big collection of all kinds of machines used for a ground war. The innovative, but also chaotic side of the goblins leads to many interesting mechanical units that could be used in ground conflicts. From mechanical suits over small tanks live vehicles over mechs are all part of the mechanical ground forces. Like the other armies of SHimmea, they do have not the numbers to win a war against any big nation but focus on the support of the Federation forces.

Foreign Relations

Shimmea is a major player in technology and trade. Most of their diplomatic relationships are ones of trade and free travel for their people to foreign nations. Their only strong connection is to the other nations of the Federation of Slimea.

Trade & Transport

Goblins are small but clever girls who love to tinker with can innovations and discover new ways to make their lives better. The biggest economic factor of Shimmea is the export of new technologies to companies and nations around the world for mass production. Of course, only stable and safe inventions are exported in the end, while the more dangerous ones or the most complex ones stay in Shimmea.   Most money flows through the outposts into the Shimmea treasury. Typically, a few goblins found a new outpost in an allied nation after they got permission and a piece of land from the local rulers. After the first buildings were constructed, the goblins will install power generators to allow more advanced goblin technology to operate in the outpost. The overproduced energy is sold to the local town or villages around the outpost. Slowly such an outpost will develop into an economic booster for the region, as the goblin technology is used by the small green goblins for the population around their outpost. Trade between the locals and the goblins also benefits both sides. Often enough, new towns develop around such outposts over time, which are also good recruitment places for new goblins for the nation.   The second big factor next to the outpost is the mechanization done by the goblins. Automatisation is loved by many small inventors and they try to use it everywhere in their daily lives and their work lives. Airships are one of the most groundbreaking developments over the past years. They are used to trade with other nations as well as to transport people and goods between cities and outposts. For harder work, the goblins are working on mechanical suits and mechs to further improve their work and their productivity.

Education

The Queendom of Shimmea is inhabitant by the goblin species mostly. This results in a decentralized education system, in which each department cares for the education of young and old goblins themselves. The most common system is split into two phases. In the first phase, young goblins are grouped into classes to receive the most basic education required in the modern world, as well as basic knowledge about goblin technologies. After this first phase, each goblin joins a crew and is put under the care of a mentor goblin, often the leader of a small crew. From then onwards, they help their mentor and act as their pupil until the day that the mentor decides that they can't teach their pupil any new knowledge. It is not uncommon that a goblin that has finished their education, stays with their mentors and join their crews.

Legislative Body
The Small Council is the defacto ruling chamber of Shimmea. They decide on new laws and which direction the nation takes. As the nation is valuing freedom and choices strongly, new laws are only established if required. Most Towns and the major science departments have their own local laws and traditions. The Small Council follows the rule: "If something works, don't change it." Which leads to a low amount of nation wide laws and rules. If a new law is established, then the Twin-Queens must approve it.
Judicial Body
The Governor of each town or area of land is also the judicial body of it. The same goes for the leaders of the science departments. They all can take decisions on their own and act as judges for their people. If a case is not solved by them or is escalated upwards, then it goes to the Small Council to make a decision. The Twin-Queens and the Royal Family members may also act as judges, which word stands above one of the local governors and department leaders. The judicial body of the nation follows not exact rules, but operates with a high decree of freedom and may decide each case independently while following the few laws that the nation has etablished.
Executive Body
The police forces of the nation are executing the law and uphold the order in the nation. They are supported by the police forces of Queendom of Slimea, as they themselves are low in numbers.
