It seems the prolonged intake of "sprinkled energy" led to dyeing of the skin (or feathers/fur) towards the yellow spectrum. In the initial stages, the yellow tinge of the skin could be mistaken for yet another effect of the plague. But as time went by, it became clear people were getting yellower and yellower. And only those that were taking the powder were suffering from the colouration of their skin.

Sequela

It is too early to tell, but it seems the yellowing of the skin is permanent.

Cultural Reception

Within the areas of Tregtet where the powder gained some popularity, the yellowed skin is considered a mere side effect and nothing to worry about. Most people seem to think that the abundance of people with yellowed skin is proof that the powder helped them resist the plague better.   In other areas of Tiel, however, only gnomes seem happy to see people taking different colourations. Others react negatively to the unusual colour, perhaps fearing it is a sign of a new disease.
Many remedies and "cures" were developed during the plague. Some legitimately helped to ease the symptoms, many did nothing. A few had some unexpected side effects, such as the sprinkled energy cure.  

Sprinkled energy

This powder was sold in Tregtet with the promises of giving the users more energy. The powder was to be sprinkled on top of food and eaten.
We mix three tanner's fog fruits, six dried elvers, one seed of foolsberry, and three scales from a shed snakeskin. We crush everything in the mortar and it's done!

Naming

It is unclear if the condition is called cheerful due to the bright skin colouration people that suffer it have, or, perhaps, due to their optimistic attitude towards their new skin colour. Either way, they do not seem to care.

I love the fact that most people with it are just like "whelp i have yellow skin now" and then get on with life

Thanks! Gnomes in Pathfinder are colourful people (literally and figuratively), so I thought it'd be fitting :P

Yeah. I never liked gnomes in D&D but I have loved (and played) them in Pathfinder.
