War Eagle

Large birds of prey, the War Eagles are massive eagles which are great to have as allies, while extremely frustrating to have as enemies. Their marvelous eyesight and great altitude makes them excellent scouts and hard to defend against. This has led many a noble to train some for usage in both hunting and warfare. Yet when treated poorly, they will turn against their trainer at the worst time possible.   Because of their use by nobility, they have become a symbol of prestige. Only houses capable of training multiple generations will include an eagle in their coat of arms. This because it is humiliating to use one as symbol then fail to deliver. Conflicts between noble houses have occasionally even led to poisoning each other's eagles.

Subjugation
In the case that one has to fight an eagle, either due to encroaching on their territory or in an armed conflict, defensive measures are more important than offensive ones. Tower shields allow troops to defend against sweeping attacks, while short swords and slings can be used fast enough to counter-attack.   If one seeks to capture a War Eagle alive, weighted nets are mandatory as they can easily tear off a normal net. Bolas also are useless as these birds can carry far larger weights than those.
Nature
War Eagles live near cliffs and mountains, nesting in tall treetops or cliffside roots, where they can oversee the nearby lands. They dislike contact with civilization, keeping their distance from people and other predators. Yet they may warn folks of approaching threats.   When trained from a young age, they bond heavily with their primary caretakers. As such nobles are forced to spend significant time training theirs. In return for their efforts they receive a loyal ally that will serve them for multiple decades. As such, no noble truly minds.

You wrote that they make excellent scouts. How they can relay information to the soldiers|? Do they speak? Do armies use mages to see through the eagle's eyes?

In the rare cases one makes an animal companion out of one, magic would work, but for the rest it's just observing their flight behaviour. For example, circling over a target.
