Navaran City Guard

The Navaran City Guard is the city guard of Navara, responsible for maintaining safety and order. It ensures the well-being of the population and the city itself, operating its gates and patrolling its streets. It also acts as a fast reaction force against large-scale threats.

Structure

The City Guard is composed of two distinct forces: the Topside Guard and the Underside Guard. While both serve to maintain order, their responsibilities, training, and operational methods differ significantly.

The Topside Guard serves as Navara’s primary law enforcement force, responsible for maintaining peace and order. Members undergo six months of training—three months of combat and legal instruction, followed by three months of on-duty training. They are expected to enforce the law, patrol the streets, and assist citizens by providing directions.
Guards wear standardized armor displaying the city’s insignia, including steel breastplates and tabards. They are armed with crossbows and either halberds or guisarmes. Operating under a strict hierarchy, captains oversee districts, sergeants command patrol units, and commanders supervise watches.

Underside Guard

The Underside Guard fills its ranks with experienced agents: former adventurers, mercenaries, and veterans, either of the Navaran Magisterial Corps or the Topside Guard. They patrol the vast sewer system, colloquially referred to as The Undercity. They receive no training other than sector familiarity, but are debriefed before every shift.
Unlike the Topside Guard, the Underside Guard does not enforce common law and even turn a blind eye to most illegal activity; their primary concern is preventing unusual threats to the city, such as smuggling of dangerous materials or infiltration attempts by hostile agents or monsters. They lack standardized apparel, wearing no uniform and using whatever equipment they deem necessary for their current assignment.

Captain of the Guard

Chosen by the House of Nobles of Navara and personally approved by the king, the Captain of the Guard is perhaps one of the strongest people in Navara, with command over both guard forces. In the Upside Guard, he does so through the usual chain of command, as one does in most other organizations. However, the Captain is the only ranked member of the Underside guard, therefore, there is no chain of command.
The Underside Guard is micromanaged by the Captain in an unusual manner. Through a system of bribes, fixed bids, blackmails, and some physical violence, the Captain creates safe enclaves in the Undercity; there he can safely meet with the guards, or at the very least issue orders and debriefings with dead-drops. This cumbersome method is a necessity, as otherwise news regarding the Captain's presence in the sewers would spread like wildfire, and quickly reach someone with a score to settle.
