The Dockwalker No-one knows who this secret enforcer, never seen with the same face twice, is. What is known is that the code word refers to a secret operative of the council, there to investigate violations of the civilities, that if investigated by the Emissary would be too messy. Some sages say she is a mortal who stole the silken mask of the Doe Courtesan from Nurlissa, the chosen of masks. Darker rumors seem to imply the Emissary doesn't know about this, and wonder how could this even be possible. The truth is far simpler, the Dockwatcher was born Juvil Emadan in Nexus, and learned to lay low, figure out as much as possible about the power players, and to make a move only when it was "sure". Earning a reputation for probity, discretion and employed only through a go-between, he's often hired when the Council of Entities wants something taken care of, 'quietly'.
