Mohl, the ceaseless erosion of principles

Cecelyne's order is ruthlessly enforced by Orabilis as her muscle.
In her realm, her priests report to her indulgent soul. Mohl, whose purview is to lead her secret police and who mostly serves to gaslight her priests and keep them in line with her agenda. He is Cecelyne's 'eyes' to some of those in her desert, or so most know this to be true.
Those with the wisdom to seek deeper into the mysteries know his true form is a great cavern under Cecelyne's sandy floors, hosting her greatest treasures, and the place where she indulges her own most secret whims. The secret police demons that serve him usually make up intricate legends of 'taking people to the cave', or even 'feeding people to the cave'. It's not clear if this is literal.
