Mercenary-Captain-General

"For every group of mercenaries to be accounted as a company, their leader is to be known as their captain-general and legally accountable for the actions of all his soldiers. For every mercenary group up to five thousand soldiers, a Great Captain is to be assigned for every group of up to one thousand, and a Captain-General to vouchsafe them all. Should the units be found in serious violation of the Dogma and civilities, the troops involved, the Great Captain and the Captain-General are legally liable for any punishment."
