Election Day
The day in Ellistown Landing where Citizens (and other relevant interests) get to Elect what civic services and new civic construction is funded within their Settlement. Citizens in settlements are given 'votes' that are essentially vouchers good for funding from public tax funds, and are allowed to have a direct say in the types of civic infrastructure and developments that get made with what priority (of course, outside groups also regularly take interst infunding these initiatives and can contribute). Any leftover funds from unfunded projects are recycled into civic coffers and used to fund ongoing but less milstone-driven developments like roads and sewers, and remainders are recycled into funding pools for next year's Election Season.
